According to GOP Leader John Boehner’s web site, the 2,074 page government-run health care bill from Senate Majority Leader Harry Reid’s office will include a fee to be levied on all Americans to cover the costs of elective abortions.

Under the “Voluntary Choice of Coverage of Abortion Services” beginning on page 118, line 7, the HHS Secretary is given the authority to determine when an abortion is allowed under the proposed government-run plan.

This version also requires (page 120, line 13) that a minimum of one insurance carrier in the Exchange provide abortion coverage.

Section 1303, titled “Actuarial Value of Optional Service Coverage”, states that a monthly abortion premium will be charged to all enrolles, paid to the US Treasury and that these funds will be used to pay for abortion services (page 122, line 11.)

The “Health Benefits Commissioner” will asssess the monthly premiums that will be used to fund elective abortions. Section 1303(a) (2) (c) outlines the process and describes how the funds will be used to pay for abortions and who gets the affordability credit to purchase insurance coverage that includes abortion through the Exchange. The Commission must chargea minimum of one dollar per enrollee per month.
